Home Construction Subsidy in Styria – Overview

Preferential provincial loan for building a new owner-occupied home

The Province of Styria may support the construction of a new owner-occupied home in the form of a preferential provincial loan. This option may be particularly interesting for people planning to build their own residential property in Graz or elsewhere in Styria.

It is important to note that funding always depends on the available budgetary resources. There is no automatic legal entitlement to receive the subsidy. For this reason, the application should be prepared in good time and submitted with complete documentation.

What can the subsidy be used for?

The subsidy is primarily available for the construction of a new owner-occupied detached or semi-detached home with one or two residential units. It may also be available for the extension or integration of a new, self-contained residential unit into an existing residential building.

The property must be located in a so-called settlement priority area under Styrian spatial planning rules. This means that not every plot of land or building project is automatically eligible for funding.

How much funding is available?

The subsidy is provided in the form of a preferential provincial loan from the Province of Styria. The maximum possible amount is up to EUR 80,000 per funding application. The loan has a term of 30 years and an interest rate of up to 1.50% per year.

This type of financing can be an attractive supplement to equity, a bank mortgage or other sources of funding.

Basic amounts

The amount of funding depends on the composition of the household.

For one person, the basic amount is EUR 30,000. For a spouse, cohabiting partner or registered partner, an additional EUR 10,000 may be taken into account. For each further close relative living in the household, an additional EUR 5,000 may be included.

Additional bonuses

In certain cases, additional bonuses may be available. A bonus of EUR 10,000 may be granted for the use of renewable raw materials. Young families may be eligible for a young family bonus of EUR 10,000. A further EUR 10,000 may be available for a multi-generation residential home. For grouped owner-occupied homes, an additional EUR 10,000 may also be considered.

These bonuses can be combined with each other. However, the total maximum funding amount is limited to EUR 80,000 per application.

Important requirements

The property must be used year-round as the applicant's own main residence. As a general rule, the usable residential floor area must not exceed 150 m². For households with six or more household members, the upper limit is 170 m².

At the time of application, the construction work must not yet be completed. It is particularly important to note that funding is no longer possible if the property has already been occupied, if an occupancy permit has already been issued, or if a completion notification has already been submitted.

An energy consultation report from an officially recognised energy advisory office is also required.

Financing and income requirements

Applicants must prove that the overall financing of the building project is secured. Any construction costs not covered by the subsidy must be financed through equity, personal contributions, bank loans or other financing sources.

The applicable income limits must also be observed. If the household income exceeds the permitted threshold, the subsidy cannot be claimed.

Land register security / Grundbuch

The provincial loan must be secured in the land register, the Austrian Grundbuch. According to the rules, the registered encumbrance may not exceed 70% of the recognised total construction costs. The mortgage lien for the provincial loan must fit within this limit.

For this reason, the land register security requirement should already be taken into account when planning the bank financing.

What should applicants pay particular attention to?

Funding applications can only be considered if they are submitted completely and in the required formal manner. Incomplete applications or so-called "blank reservations" may be rejected.

It is therefore advisable to check in good time, during the preparation of the construction and financing project, whether the plot is eligible, whether the personal requirements are met, whether the floor area limits are observed, whether the income limits are complied with, how the ranking between the bank financing and the provincial loan can be structured in the land register, and whether the required energy documentation is available.
